West Wicklow

The following is a Tender Specification for the award to the successful party a Service Contract for the role of Youth Film Trainer in the West Wicklow areas of Laragh and Baltinglass. The Management body for this programme is Wicklow County Arts Office in partnership with Wicklow Film Commission, Wicklow County Council.

Contextual Information:

The Wicked Young Film Makers programme has taken place in County Wicklow for the past six years and has involved a number of professional Film makers facilitating a fully participatory programme for young people each year. The Wicked Programme is an initiative of Wicklow County Arts Office and Wicklow Film Commission and is funded by both these parties. The emphasis of the course is to provide quality training in a fun and accessible environment for young people to foster the interest in film making that exists within the county. The tutor is expected to engage all participants in activities and to provide a thorough understanding of the film making process through participation and hands on experience. The project partners are open to a number of approaches to delivering the training programme, tender parties may choose to work through animation or by developing scripted shorts with the young people.

Training courses will consist of two week long courses in two locations, one week in Laragh Co. Wicklow and Baltinglass Co. Wicklow. The designated dates are from 1st July – 12th 2013 inclusive.

There will be an expected participation of approximately 32 young people in the two week period. This is broken down into four groups consisting of 8 young people in each group with two groups attending each week.

Tender Requirements of the successful party:

To oversee the direction and delivery of the Wicked 2013 training programme with the approval of the Arts Officer Wicklow County Council.

To provide hands on training to young people during the Youth Film Training Programme. This training will cover the full range of the film making process including script development, sound, camera, directing, scene creation and editing.

Liaise with the Wicklow County Arts Officers and Wicklow Film Commission’s nominee in relation to structure and contend of the course, and shall give feedback during and after the course.

Complete postproduction of the short films produced during the two week period. A behind the scenes film and blooper reel is requested also. Please note this includes the addition of titles and graphics, music and sound effects, sound edit, sound mix, colour correction and final output.
Supply a copy of DVD per participant and an additional 6 copies of the shorts fully completed after post production – NO LATER THAN FOUR WEEKS AFTER THE COURSE HAS FINISHED.

Provide all the necessary equipment for participants training such as cameras, tripods, sound equipment etc.

Ensure at all times young people are adequately supervised and also that they are all participating in the project throughout the day. There should be no time during the facilitation process where individuals or groups of young people have nothing to do or are unsupervised. Where processes require one or two persons from a group to assemble their film, others should be participating in some other activity related to film.

Attend the Wicked Young Filmmakers Screening on the specified date (at present 31st August to be confirmed).

Participate in the evaluation process (one meeting) after course completion.

Present work also in a format that can be uploaded to YouTube, VIMEO and other social media – please note uploading of work or images is only allowable by Wicklow County Council.
Contract:

The successful party shall be awarded a Contract for Services, such party shall report to Jenny Sherwin Arts Officer through her nominee Ann Catherine Nolan.

The contract sum should include all related fees, charges and VAT.

Please note that applicants will be expected to provide their own transport to the course locations and must have a full clean driving licence.

Timescale:

The Wicked Young Filmmakers Programme runs for two weeks 1st – 5th July and 8th – 12th July. The successful applicant will also be expected to complete the above specified duties on post-production after these dates. Attendance at the screening of the films is also mandatory (proposed date is 31st August).

Probation:

Any probation or summary termination provisions shall be identified at the award of contract stage.

Child Protection:

As this programme involves working with young people under 18 years we may require applicants to meet with us at an interview which will take approximately 30 minutes. Applicants will be expected to go through a Garda Vetting process or produce proof of up to date Garda Clearance.

A detailed CV and biography
Any relevant supporting material.
A comprehensive budget outlining a breakdown of all proposed fees and costs.
Please note in the preparation of budget that this relates to fees and costs for the provision of the services outlined under Tender Requirements only. A separate budget will be provided by Wicklow County Council for requirements such as location rental etc.
