In the wake of mass protests against water privatization in Bolivia, Water Rising documents a community in crisis and transition in the early 21st Century where private control over water failed to meet basic needs. Told through personal stories of those working and living in the teeming city of El Alto, the film shares intimate portraits of a vast fledgling city where chaos, poverty and community resilience meet on the fringes of Bolivian society. While bearing witness to what it means to struggle for access to water as a basic human right, the film draws hope from the Bolivian experience with far reaching consequences for the global community.
